COP15: Delegates close to major biodiversity agreement, says environment minister

A worldwide settlement to guard a good portion of the world's land and water shall be reached in time for the top of COP15 in Montreal, federal Surroundings Minister Steven Guilbeault predicted Sunday. The Canadian minister spoke on the eve of the final official day of the convention as negotiators labored on a proposed settlement that would come with funding provisions totalling a number of hundred billion dollars.
